Questions
Which WoW Forever item sets can you finish before level 40?
These 3 item sets can be finished before level 40: Defias Leather (by level 17, in Deadmines), Embrace of the Viper (by level 18, in Wailing Caverns) and Chain of the Scarlet Crusade (by level 39, in Scarlet Monastery). Bonuses start at 2 pieces. Chain of the Scarlet Crusade is mail, so only warriors and paladins can wear it before level 40.
Where do the pieces drop?
Every piece of Defias Leather comes from Deadmines. Every piece of Embrace of the Viper comes from Wailing Caverns. Every piece of Chain of the Scarlet Crusade comes from Scarlet Monastery.
Why is a low-level set I know not on this list?
A set is listed only when every piece lists a required level under 40 and has a source we can name: a recorded drop, vendor or quest, or a recipe in the game files. Forever lists no required level on many items, so we leave those out rather than guess.

Where this comes from
A set is listed only when every piece lists a required level under 40 and has a source we can name: a recorded drop, vendor or quest, or a recipe in the game files. The sets, their pieces and bonuses, and which classes can wear each armor type come from the WoW Forever game files. Where each piece comes from, and the names and levels of provisional pieces, come from Wowhead’s Forever data. Drop chances are observed rates, not guarantees. Every set has its own page in the item set directory.
