Ranked by slots per gold

Only bags a vendor sells have a gold price, so only they are ranked. Vendors ask no level for them. Prices are the game files’ buy price; Wowhead’s vendor records show small differences from one vendor to the next.

Slots per gold always favours the smallest bag, and you only have four bag slots. Buy the Small Brown Pouch to cover a gap, and put bigger bags in those slots as you find them.

Free: quest-reward bags

The level is the quest’s required level. Some of these quests follow earlier ones in their zone, so you may need to work up to them. “Choice” means the bag is one of the rewards you pick from.

The biggest free bags are behind a quest chain. Wowhead’s record for “Stepping Stones” lists both bags as rewards: Old ToolboxSturdy Lunchbox It comes after “... and that note you found”, a quest you start by finding a note (Westfall for Alliance and The Barrens for Horde). The quest data does not give the exact spot.

Crafted bags

Bags whose pattern and materials you can get before level 30. Cloth comes from creatures or the auction house, so these have no gold price and are not ranked. The game files do not say what level each rank of a profession asks for: check with your trainer.

Bags that drop

Drops have no gold price and no guarantee, so they are not ranked. Odds and levels are what Wowhead’s data records for creatures under level 30, and they can change as players report more kills.
